Description:
This ticket is a follow up from the conversation on
[https://github.com/apache/arrow/pull/13031#discussion_r863698975]
We should move the EmailReport to be a JinjaReport and the current
archery.crossbow.reports.Report class to be a utility class to be used on the
EmailReport and ChatReport to retrieve the information from the Repo. We also
should add tests to the EmailReport similar to the ones added to ChatReport.
