- In one case, throw `CorrelationIdMismatchException` instead of
`RuntimeException`.
- Use `IllegalStateException` for all states that should be impossible to
reach
- `FENCED_INSTANCE_ID`, `UNKNOWN_MEMBER_ID`, `ILLEGAL_GENERATION` should be
treated as fatal errors, since they indicate fencing situations.
