[~mimaison], if you still want to do this one for 3.9, it would be welcome. I
moved it out of the KAFKA-14304 umbrella.
Please note that there are only a few more weeks before code freeze for 3.9,
and zk migration will be removed in 4.0, so this one won't be open for long :)
