Thanks for the explanation, Satish. Since tier storage is EA-ed in 3.6, it
makes sense to require MV 3.6 to turn on tier storage. This does mean that tier
storage won't work with MV 3.5 and a binary on 3.6 or later. But that's
probably ok.
