[~cmccabe] The name of the issue seems a bit misleading. The commit I found
seems to check that the broker ID generation is not used (i.e. the broker ID is
not set to -1). But the name of the issue here seems to suggests that
{{broker.id.generation.enable}} needs to be disabled. Would it make sense to
update the issue name to make it less confusing (especially if it for example
gets into the release notes)?
