This patch does a few things: * Refactors the `TargetAssignmentBuilder` to use inheritance to differentiate Consumer and Share groups. * Introduces `UnionSet` to lazily aggregate the subscriptions for a given member. * Wires the resolved regular expressions in the `GroupMetadataManager`.
