Review Comment:
   All the above tests were run without using `build-cache`. With 
`build-cache`,the timing difference is actually quite small.
   
   Personally, I prefer to keep these configs as they give clearer control over 
behavior.
   
   How do you feel about it ? @chia7712  Please feel free to point out if I got 
anything wrong.
