   > Seemed to me that what we get from `hasPartitionsNeedingValidation` (break 
if there are partitions AWAITING_VALIDATION), is included in the 
`hasAllFetchPositions` (if the partition is AWAITING_VALIDATION, 
hasValidPosition is false).
