Part of KIP-1240.
* Add group configuration share.partition.max.record.locks, and broker
configurations group.share.max.partition.max.record.locks and
group.share.min.partition.max.record.locks.
* Pay special attention to the boundary conditions when the group limit is
increased or decreased.
* Implement the validation and enforcement rules for this new group
configuration as described in the KIP.
