[https://github.com/apache/kafka/pull/23523] has been opened for KAFKA-20971.
While working on this, I came across a minor race condition in
{{verify_running}} and opened [https://github.com/apache/kafka/pull/23299] to
fix it. The fix ensures the log monitor is established after node startup,
avoiding the race.
