Even if apply-time validation is relaxed, startup ordering remains an issue. In `BrokerServer.scala`, components like `QuotaFactory.instantiate` are constructed during startup before `BrokerMetadataPublisher` is installed. Trunk currently relies on `readDynamicBrokerConfigsFromSnapshot` to populate `config` before those constructors run, but when the local snapshot is missing or stale, those components initialize with static values and never see the persisted configs. Waiting for the metadata loader's first complete image before constructing those components ensures runtime managers initialize with the persisted configs regardless of local snapshot state on disk. -- This is an automated message from the Apache Git Service.
