The quarantined test table in the JUnit job summary is printed in the order the reports are parsed, which makes it hard to locate a specific test. This sorts the rows by (class name, test name) before rendering. This is a continuation of #21786, which was closed as stale. Testing: ran junit.py before and after this change against JUnit XML artifacts from a recent trunk CI run; results are posted in a comment below.
