I've opened KAFKA-21360 and will tag you on the fix PR. While working on the fix, I noticed that the impact is limited: since KAFKA-19431, ShareGroupAssignmentBuilder filters out unsubscribed topics when reconciling the target assignment into each member's current assignment, so these stale partitions are not passed on to members. However, the stale entries remain in the stored target assignment and can survive subsequent heterogeneous rebalances.
