`PersisterStateManagerHandler.onCompleteCallback` has never been used since it was added in KAFKA-17329. `setOnCompleteCallback` has no usage, and `DefaultStatePersister` always passed `null` for the constructor parameter. This removes the field, the setter, the invocation in `onComplete`, and the `Consumer<ClientResponse>` parameter from the handler constructors.
