@wcarlson5 split the config work out from the Pt. 4 branch, here's the PR as promised. I ended up refactoring things a bit while I was pulling the changes out to make things easier to build on top of as we go. Let me know what you think, especially any thoughts on something we can do now to better set up the next piece: `cache.max.bytes.buffering`, We should also keep an eye on KIP-770 and start thinking about the `input.buffer.max.bytes` config it's proposing.
