Workfow roles and ACL: inconsistencies between ACL and NSTep roles

There are now unconsistencies between the ACL (which were granting some 
workflow privileges) and Nstep roles.

For example, I added a 3 steps workflow on a page. Each of my user (steven anr 
raoul, both RW only from home page), are mapped to each validation step. So 
Steven could only perform step 1.

When logued with raoul and clicking in the main workflow engine, this is ok and 
the page is "greyed out" and I can not perform any action at all. However in 
the toolbar such a user can still perform a quick edit in order to notify the 
sub-page. So it looks like the "quick edit" actions are still mapped to ACL.
