You should look at the existing Clock-Screensafer to learn some
tweaks.
Furthermore erland wrote some screensavers ('Custom Clock ScreenSaver',
'Information Screen', 'Album Flow') as well as me (though I don't know
whether we did everything right) :).
As to localized date and time. There are special util-methods, which
return date and time strings according to the settings.
Unfortunately there is an open bug: for dates they don't return a
localized version: https://bugs.slimdevices.com/show_bug.cgi?id=14538
