1) Try this first (using IP of your home pc):

I have used squeezeplay (software) on a laptop remotely to connect to
my home pc.  SqueezePlay is similar in operation to a touch/radio.  You
can tell it to connect to a specific IP address and I think it doesn't
need UDP 3483 for this.  There is a bug request to allow you to specify
this as a hostname (e.g. myserver.me.com).  So your best bet at the
moment is to specify the ip address and change it each time.  As far as
I know you don't need to port forward at your friends house to get this
to work, as this would be an outbound connection.  Just on your pc. 
This may work with older squeezebox as well but I can't remember if you
can enter the IP.  He would however have to re-enter the IP each time it
changes.  He could check your current ip by pinging your
myserver.me.com.

Streaming flac over the internet may not work well, depending on speed
of your connection.  The upload speed on your connection may well be
the limiting factor. So you may need lame and bit-rate limiting.

If you have this working you can try and go further.  

2) To go further:

You need to have some form of vpn/"tunnel" thingy that establishes the
connection to your house based on host-name.  Saying that I don't
really know what it means.  As I understand it the stuff that the
squeezebox does on UDP 3483 can't really go over the internet without a
"tunnel".  The squeezebox discovers servers using UDP 3483.
