Actually, the parameters are sent regardless of whether the box is checked.

When you record using the proxy, Web Tests are created - they may or may not
have parameters in the argument
table. Have you used the proxy? If not, well, you should! It allows
JMeter to record actions you take in a browser (like IE), rather than you
having to manually enter data into the Web Test GUI. I would think, if the
recorded sample has a querystring, or is a form POST, then the "Send
parameters" checkbox should get checked. I'm sure it's a very simple change
in logic of HttpTestSampleGui.
