you are right - you need at least three votes for a committer to be accepted. This is obviously one of the problems at present with the project - its committer base has dropped below critical mass. In fact that is the whole reason for Mike's email. We need to get more people working on the project for JMeter to continue to develop. One of the first orders of business, IMHO, will be to decide how best to develop JMeter from that point.
Actually I had hoped to see more people coming forward to Mike's call.
In the absence of three positive votes, I think it will be up to the Jakarta PMC to decide whether new committers can be brought on board. I will be bringing this up with the PMC today. I'll let the list know.
