1.9.1 now copied into mirrored directory

(at least the committers amongst you) should (hopefully) be aware of the 
new ASF distribution policy. the latest jmeter releases were made 
available through the older distribution directories rather than the newer 
mirrored distribution directories. this is a major issue for the ASF since 
we pay for bandwidth.

(as i promised earlier) i've signed and summed the 1.9.1 distributables 
and uploaded them into the mirrored directories. (hopefully they'll be 
synched soon.) i've updated the main jakarta distribution website to link 
to the new mirrored distribution directories. i've attached a patch which 
(i think) should update the relevant sections of the website.

all future releases must be added to the mirrored directory or risk being 
veto'd. if there are any questions, i'm subscribed to this list so i'll be 
able to answer - or at least know someone who can.
