The pop-up menu items do seem to change immediately; other items seem to keep the language of the item that was first (or maybe just previously) created. E.g. Set English Create Thread Group - English Set German Create Thread Group - German name, but otherwise English Create Login Config - German Set English Create Login Config - German. Looks like the settings are partially sticky; best to change it early!
