OK, thanks. I presume that is because of space constraints or policy, rather
than file format.

It looks like rubix might be partly working - there are nightly tar/tgz for
Tomcat dated today:

http://cvs.apache.org/builds/jakarta-tomcat-5/nightly/

and some other projects also seem to have recent nightly files, e.g. commons
- but not jmeter.

No.

The build on rubix has also been used by a couple of projects for
their nightly builds (Ant and Cactus for example), but it is currently
broken (as you know).

Once it is up again, you may want to contact Sam Ruby, I'm sure he'd
be willing to publish you builds as well.
