We already have a way to save the test plan only: right click on it, choose "Save...". So what's the point?

I know it has been discussed before, but anything else won't match new user's expectations. And as for existing users, they will rather feel relieved and quickly accomodate to the new behaviour.
I don't want to lose the merge facility. It is very useful to be able to save snippets of test plans and load them in elsewhere at a later date.
That's what the right-click/Open... does, and it's very useful. I'm talking only about the Save/Open options in the File menu.
But I agree the current behaviour does not sit well with the Menu item names.
IIRC, there was consensus on how to re-organise New and Open - it just never got implemented.
Was there? Could you recover the thread and log the conclusions as an enhancement request, so that we don't forget again?
