I tried to set browser proxy = jmeter proxy = port 9090 and retried 
http://127.0.0.1:1080/<pagename>  and got a recording!! 
So it is behaving as if request to local address is served via the
proxy.

BTW I  am finding that restarting browser and/or Jmeter can make a
difference...

The browser needs to be set to use the JMeter proxy - e.g. 8080 - not
the local webserver on 1080, surely?
