You may want to post a skeleton of your testplan to give us an idea about what's wrong.
Do keep in mind that the Constant Timer does not guarantee that the length of one loop iteration will be X seconds. To that end, you may want to consider http://jakarta.apache.org/jmeter/usermanual/component_reference.html#Constant_Throughput_Timer instead.
