Per the docs, Section 18.6 … “To apply a timer to a single sampler, add the timer as a child element of the sampler. The timer will be applied before the sampler is executed. The Timers are added to each sampler in a test plan, not at the point in the plan you have added the timer. If you are looking to have a single timer executed, use test action with a timer as a child.
