This is a problem that is also associated with animation and the
animFrameCallback function.
I've for a long time I thought it odd that this function reports one less than
the designated frame. Thus, when "frame 1" is called, "0" is returned by this
function -- see
http://www.stolaf.edu/people/hansonr/jmol/docs/examples/animation.htm
So if "frame 1" were now "frame 0" perhaps that would be more consistent there.
but isn't it also a problem that "frame 0" right now means "frame all"? This,
more than anything, is what I would expect to be a problem for a few users.
My recollection is that Chime totally messes this up in animation, using some
strange looping involving skipping the first frame or something. (All I remember
at this point is that it was a huge headache when I set some animations up some
time ago.) Are we talking about "chime" compatibility or "rasmol" compatibility?
Or am I confusing "frames" with "models"?

Jmol defines the default model to be /1, not /0
should this be altered in Jmol for compatibility?
I suppose it should be changed ... but I will need to ensure that it does
not break anything.
good
I have just checked in code that makes the default 'model number' start
numbering from 0 instead of 1
This was done for compatibility with RasMol.
However, having made this modification I am now having second thoughts.
This means that animated frames of .xyz files are going to start with '0'
instead of '1'
I fear that this will be a problem for existing users.
I think that I need to roll back this change ... but am interested in
comments from others.
