Putting all localizations into a single .jar file would be the easiest.

The only problem is that some will complain because they are downloading
languages that they do not need.

Q: How big are the individual localizations for the JmolApplet?
Currently, one localization for the applet takes approximately 13k as classes files, which makes about 8k in the .jar. We have 3 complete translations (French, Spanish, Dutch), and 2 really partial translations (German, Estonian).
So, currently: 42k as classes files, which makes about 26k in the .jar.

I am expecting the following translations :
- German (if Daniel or someone else wants to do it)
- Portuguese
- Estonian maybe
- Polish (if I take the time to copy it from the Polish properties files)
If I have all these translations, it will probably take about 50k

OTOH, the .properties files have been removed, so we gain about 11k uncompressed (3,5k compressed) for each language.
