Presumably one would know this from looking at the model, or perhaps by knowing the model's source. I think "bond a b +" was implemented just because someone was thinking about some sort of very specific application, like just going from single to double.
I think that those are two different scripting worlds. We could have a separate discussion about whether or not it would be a good idea to use JavaScript as a replacement for the Jmol/RasMol/Chime scripting language, but that is another discussion.
