Summary: Nucleic hydrogen bonding needs work

Initial Comment:
The algorithm for creating hbonds was lifted from RasMol. 

It basically assumes that we are only working with CGAT

In light of our broader definition for 'nucleic' this
needs to be reviewed.

Agreed!  be nice if we could calculate hbonds based on chemical 
constraints.  let me think a bit on why this would be difficult...
