Aha.... On the Mac in Firefox it is in the preferences>webfeatures>javascript>advanced. That is indeed what causes the problem. I can turn that check box on and off and reproduce my earlier observation of overlaying menus.

Allow Scripts to disable or replace context menus
if you uncheck this, any plugin menu was 'supplemented' with the browsers menu.
