No, not in the general case. Applets are designed to be run from web servers, not from the local file system. Since they are designed to be run from web servers on the internet, it is assumed that they are 'untrusted' ... evil things that can do you harm. Therefore, applets are not allowed to look at files on your local hard disk. Running applets from file:// you *might* be able to see subdirectories underneath your .html file, but you should test on the browsers where you wish to deploy.
