Yes, Jmol can calculate and rainbow-color the potential surface if the model 
contains partial charges for every atom.

I'm not very familiar with Avogadro, but it calculates the potential it is 
likely 
that you can save that data in a file. Jmol reads many kinds of file formats.
Maybe ask in the Avogadro community what kind of output is available.
