As an update to this issue, interactive arrow movement does not work in 13.0.16 
either, but does in 11.0.3. It was also broken in 12.2.28. Interactive movement 
of curves does work in all those versions.

If anyone knows of a fix, please let me know.

You cannot shift-drag or alt-drag, and no control points are shown.
