generally this comes from loading binary files (.gz for instance) locally. 
Can't be done in Chrome or MSIE. So always check Firefox to see if it's a 
browser issue. If it is, then just use Firefox for your local testing. Be sure 
to use the latest just released 13.x.7 files. A fix was made there.
