This [1 <http://i.imgur.com/8630MZD.png>] is a screenshot of what I see when I try to execute your first two instructions. When I select by color it does not cause any window to pop up.

I don't know how familiar you are with GIMP and which version you use on
which platform. But the interface is quite similar on all platforms. So
this screenshot of the Linux version from the GIMP website should look
somehow familiar:

The second tool window at the top from the right side contains the layer
list. In this example the layer named "Colour" is currently selected.
You have to be careful at which position inside the list you click with
the mouse. If you click onto the eye at the left side you toggle the
visibility of the layer. All layers with an eye are currently visible.
So if you select a layer you might not be able to see any difference.
Toggling the visibility by clicking onto the eye or were it should be
will help you to see if you are working with the correct layer. It might
be possible that another layer on top of the background layer prevents
that you see any effect. In this case you should make all layers
invisible. Nothing should be displayed now. Then you should make only
the background layer visible again.
