As Bob said, you probably haven't got the needed files in the right place.
A few tips that might help you solve this problem:

1. things may work differently if you run the page locally or from a web 
server. Please be specific about this.

2. the Chrome browser limits access to local files by default. You can aviod 
that if you start Chrome in a special mode, i.e.
 chrome.exe --allow-file-access-from-files

3. extract all contents of the jsmol.zip file (itself contained inside the 
downloaded Jmol zip file) and make sures that the path you specify in Exprot 
to Web points to them (alternatively you cna edit the html files produced and 
fix the path manually)
