Once a test is defined, people train to the test, rather than simply having the test be a representative sample of a much broader knowledge base. So you end up testing test-preparedness, not actual knowledge. So, based on that, there will never be meaningful "certifications" in the Perl world, because there'll never be a blessing of any particular certification system by Larry Wall, and that's the only one that would matter.
