this is where objective, respected 3rd party certification/qualification tests come into play.
and references as technical assessments are completely ludicrous: should we drop the MCAT, LSAT, GRE and SAT and instead call little Johnny's school teachers to see how well he would do in his prospective studies? how would one balance all the qualitative assessments to pick the best candidates? what if one teacher is a better communicator than another? then the referent gets penalized
