Currently you have to convert the YearMonthDay to a temporary DateTime or DateMidnight object (preferably in the UTC time zone). You will then find week based methods:
getWeekOfWeekyear()
getWeekyear()

AFAIK this depends on the chronology?! For example in Germany (Europe?) the week "1" starts on the Monday of the first week that has at least four days in the given year.
So the first week of year 2004 started on Monday, 29th of December, 2003.

I can do this calculation myself, but I'd prefer some locale dependent way.
