Salam all, This is great for all of us that Jordanian government has started to realize the open source importance and impact, regarding what you are talking about Faisal, give them a chance, many people said that Jordanian government will never move to open source due to Microsoft agreements and strategic relationship and after all they did, maybe what you are afraid of will change in the near future when they realize and understand open source more and more.
