Yes, Ted was very ingenious. More frightening is that
I don't recall him using Plastique (although I could
be wrong). THAT doesn't weigh much at all, does it?

Very often the victims have nothing to do with the
statement. It's mostly about how much press a
terrorist group can get.

When I lived in Germany in the mid-80s, the bombings
occurred in populous cities down south (like Frankfurt
or Kaiserslautern), or in Berlin. I lived up north
(in Bremerhaven) and felt relatively safe. Our "rules
of thumb" were that the terrorists a) would bomb
places where there were heavy concentrations of
Americans (there were only about 3000 of us in/around
Bremerhaven), and b) lived up north and wouldn't bomb
the citizens of their own towns.

I used to own a large house in one of the lower-income
areas of San Antonio. My then-partner and I lived in
the main house and rented 3 small "apartments." Two
of the apartments were connected to the house; the
other was part of a separate garage. When we bought
the house we inherited one tenant who had started out
just fine -- not the brighted bulb in the set but
married and gainfully employed -- but who degenerated
to a divorced, unemployed wastrel who invited several
hookers and drug dealers to live with her in the
tinest of spaces. Drunks on the lawn, trash all over
the backyard ... what a nightmare. Most of the later
renters were fine, but we had the occasional "stranger
than strange."  (There's no particular point to this;
I just wanted to gripe.)

For better and for worse, that's true.
