Starting at the top your configuration file calls MySql
The syntax for mysql_connect would have to be changed on every page with
that call, the syntax has differences.

Yes and no. Yes Joomla can use any database. No because you will have to
modify many scripts including extensions.
Why would you want to? Migrate the MSSQL to MySql then map the fields.
