Are you using Captcha? If so, it is humans, I would block att .ru IP's.
But they may still have Zombies out there.

Any idea how I can block the new registartions, but allow her legal
contacts to register via virtuemart (I turned on the 'back end
registration' through virtuemart, so they aren't using the regular
registration page...I was hoping that would help.
