Cushy, like Sureal CMS and Limepage.com are all remote. I could use blogger for that.
Rather have complete control.

Joomla is over kill for this.
Etomite comes close, but has no easy way to have links except as static HTML

Have you looked at CushyCMS (sushycms.com) ?

Basically, by using specially marked up DIVs on a static site, you can use
CushyCMS to make select content editable.
