The later has far too many other variables. Lets face it, you could

the best looking most functional site and you will still not sell

giant blackboard slide rulers.
In selling you have hosting, design, customizing and component
creation.
Promotion! You forgot promotion! Unfortunately, a lot of the general
public thinks that 'If you build it, they will come'. Getting on the
first page of Google is very difficult, unless you are bidding on
Adwords, and that takes a lot of management. It was a lot easier to get
on the first page of AltaVista ;)
