Many thanks @Herb and @Gary, both were excellent suggestions.  I did
end up going with advanced module manager instead, and the below
solution instead, as we will later begin using it for displaying
section submenus anyway

Gary's explanation was particularly helpful, I didn't realize what was
going on behind the scenes with menuids until now.
