I figured it out. I had the wrong path to the tmp folder specified I had it going to the root/tmp folder instead of the public_html/tmp folder. Thanks for everyone's help!

This can also be a file permission / ownership issue. For example, if Joomla can't copy the "unzipped" files to the server, it won't be able to read them and find the manifest. I'd start by checking file/folder permissions and ownership.
