It's my understanding that a sitemap.xml file is used by search
engines such as Google. If you are referring to a sitemap in general
for the visitor to the website I agree with you.

I've used Xmap also. With it, you manually create an XML sitemap. You can then register the sitemap in your Google Webmaster Tools account.
It may help in getting all of your site pages indexed, and may also help in getting them indexed quicker. May!
SEO is continually changing. The sitemap was a concern several years ago. You should make one. It takes only a few minutes. If your site is new, making a Webmaster Tools account and registering the sitemap XML is probably the best way to submit your site to Google. If you already have backlinks, the value of the sitemap is diminished. If you make changes, and there is a need for immediate reindexing, then the sitemap is possibly the best remedy.
